Our Support Network is Growing

Successful energy programs must reflect the voices of the communities they aim to serve. That’s why we work with Community Action Partners (CAPs) in key regions across Colorado.

CAPs are trusted community members who listen to local experiences with energy programs, including billing assistance, weatherization upgrades, solar incentives, and rebates for electric vehicles and wildfire mitigation. They do not enroll individuals in these programs. Instead, they gather feedback that helps improve how these offerings show up in real people’s lives.

Denver 

Denver is Colorado’s capital and most populous city, with communities that reflect a broad range of histories, housing types, and energy needs. Our CAPs in Denver listen to how residents experience billing assistance, solar programs, weatherization, electric vehicle (EV) incentives and wildfire mitigation. By hearing directly from community members, they are a key part of understanding what’s working and where changes are needed.

Aurora 

Aurora spans three counties and is one of the most culturally diverse cities in the state. It is home to immigrant and refugee communities, multigenerational families, and a broad spectrum of income levels and housing types. The Aurora CAPs collect feedback on the accessibility of billing assistance, solar and weatherization options, electric vehicle (EV) rebates and wildfire mitigation. Boulder County 

This 740 square miles county blends a high cost, innovation driven urban core with foothill towns and unincorporated areas still recovering from climate driven disasters. Residents experience stark disparities, with older adults, immigrants, and low-income families navigating affordability challenges amid some of the state’s strongest economic engines. The Boulder CAPs collect feedback on the accessibility of billing assistance, solar and weatherization options, electric vehicle (EV) rebates and wildfire mitigation. Jefferson County

Located along the Front Range and spanning 774 square miles, Jefferson County is the fourth-most populous county in Colorado. It comprises dense suburban corridors to mountain communities where aging infrastructure, wildfire risk, and limited transit shape daily life. The county’s diverse population includes long-established families, older adults aging in place, and communities facing rising costs despite strong regional job markets. Larimer County

Larimer County is located at the northern end of the Front Range, at the edge of the Colorado Eastern Plains along the border with Wyoming. The county covers 2,596 square miles and spans fast‑growing cities alongside vast rural and mountain communities that face increasing wildfire, housing, and transportation pressures. Its mix of university life, agricultural roots, and aging rural populations create complex needs across health access, mobility, and economic stability. Located in southern Colorado, the San Luis Valley is a high-altitude rural region with deep cultural roots and long-standing local leadership.
